Educational systems remain deeply different. Some are centralized, others decentralized. Curricula, regulations and decision-making structures vary enormously from one country to another. Meaningful change within formal education is often slow, fragmented and constrained by national realities.Yet in Turin, something remarkable became visible!Beyond ministries, regulations and curricula, Europe speaks a common language when it comes to non-formal education. Diversity is not an obstacle but a strength. People from Armenia, Spain, Italy, Finland, Turkey, Poland, Portugal, France, Georgia, Greece, Azerbaidjan, Tunisia or Romania can sit at the same table and discuss the same values using the same democratic principles.<img id="f0qynebr0pmqqvuldg" src="https://cdn.durable.co/blocks/34byltghwa6JXqfJqfJfXsLtC1etAbzIE7AiF4FjSsruP65xBRjVAZxge6lDuOpV.jpg" alt="" title="" class="object-cover bg-gray-100 rounded-2xl md:rounded-3xl lg:rounded-4xl" style="aspect-ratio: 1/1; object-position: center center;" data-corners="default" data-aspect="1:1" data-caption="" data-positionx="undefined" data-positiony="undefined" data-fullwidth="false" data-mce-src="https://cdn.durable.co/blocks/34byltghwa6JXqfJqfJfXsLtC1etAbzIE7AiF4FjSsruP65xBRjVAZxge6lDuOpV.jpg" data-mce-style="aspect-ratio: 1/1; object-position: center center;">In this space, THE HEART OF EUROPE BEATS NON-FORMAL!CERTA contributed to the conference through the workshop “The Halit Incident: Can a Majority Silence Questions?”, a real-life human rights case study based on events that took place in Romania in January 2026. Participants analysed an authentic public meeting, debated whether majority rule can sometimes conflict with democratic values, and reflected on the relationship between freedom of expression, transparency, public participation and democratic accountability.<img id="iq9rvasp14mqqw0oe9" src="https://cdn.durable.co/blocks/2aK6irGkMKXBB6UsgQI3gT3tbbBvbqFrHpU9BABkri40hX7BEz6CeMoLBpKuIZAs.jpg" alt="" title="" class="object-cover bg-gray-100 rounded-2xl md:rounded-3xl lg:rounded-4xl" style="aspect-ratio: 1/1; object-position: center center;" data-corners="default" data-aspect="1:1" data-caption="" data-positionx="undefined" data-positiony="undefined" data-fullwidth="false" data-mce-src="https://cdn.durable.co/blocks/2aK6irGkMKXBB6UsgQI3gT3tbbBvbqFrHpU9BABkri40hX7BEz6CeMoLBpKuIZAs.jpg" data-mce-style="aspect-ratio: 1/1; object-position: center center;">The conclusions reached by participants were both powerful and encouraging.Participants highlighted the danger of what they called “illiberal democracy”, warning that democratic procedures can sometimes be used to silence minority voices. <figure id="figure-uxqgdsnsomqqw25fg"><img id="uxqgdsnsomqqw25fg" src="https://cdn.durable.co/blocks/4EERtG0LFF7kMIwck2wGLrhumsngZ0T2FTY9pUbrNnQe6CVK2sPUEEayWRLAiJwy.png" alt="" title="" class="object-cover bg-gray-100 rounded-2xl md:rounded-3xl lg:rounded-4xl" style="aspect-ratio: 16/9; object-position: center center;" data-corners="default" data-aspect="16:9" data-caption="" data-positionx="null" data-positiony="null" data-fullwidth="false" data-mce-src="https://cdn.durable.co/blocks/4EERtG0LFF7kMIwck2wGLrhumsngZ0T2FTY9pUbrNnQe6CVK2sPUEEayWRLAiJwy.png" data-mce-style="aspect-ratio: 16/9; object-position: center center;"></figure>Others stressed that voting alone does not automatically make a decision democratic if transparency, participation and fundamental rights are ignored. Participants repeatedly returned to the importance of freedom of expression, public scrutiny of institutions and the right of citizens to ask questions.<figure id="figure-o95rcwl2ifmqqw4sh9"><img id="o95rcwl2ifmqqw4sh9" src="https://cdn.durable.co/blocks/17R7Fk2rXQ3HmoF5kCbBihkRdyeJRklwPBKIeOa6hshd6M2Ik2EfZQlRNePBPnaW.png" alt="" title="" class="object-cover bg-gray-100 rounded-2xl md:rounded-3xl lg:rounded-4xl" style="aspect-ratio: 16/9; object-position: center center;" data-corners="default" data-aspect="16:9" data-caption="" data-positionx="null" data-positiony="null" data-fullwidth="false" data-mce-src="https://cdn.durable.co/blocks/17R7Fk2rXQ3HmoF5kCbBihkRdyeJRklwPBKIeOa6hshd6M2Ik2EfZQlRNePBPnaW.png" data-mce-style="aspect-ratio: 16/9; object-position: center center;"></figure>Participants identified risks such as the silencing of minority opinions, the exclusion of citizens from decision-making processes, the erosion of transparency and the weakening of trust between institutions and society. Empowering Youth Voices: Inside the GEN Z MEDIA LAB

Proiectul „ECOENERGY HUB CATALOI - Independență energetică și infrastructură verde comunitară” reprezintă o investiție integrată în domeniul energiilor regenerabile, în conformitate cu Fișa Intervenției L804 - „Comunități verzi”, având ca obiectiv creșterea eficienței energetice, reducerea emisiilor de gaze cu efect de seră și crearea unei infrastructuri verzi de utilitate publică, destinată comunității din satul Cataloi (UAT Frecăței), în zona de influență turistică a Deltei Dunării.&nbsp;Proiectul răspunde nevoilor identificate la nivelul teritoriului GAL Razim, în special nevoilor 3 și 4 din Fișa intervenției, privind tranziția către energie din surse regenerabile și îmbunătățirea infrastructurii publice la nivel local.&nbsp;În prezent, infrastructura publică și cea a organizațiilor non-profit din comuna Frecăței depind aproape integral de energia electrică furnizată prin rețea, cu costuri în creștere, vulnerabilitate la întreruperi și lipsa unor soluții integrate de eficiență energetică. La nivelul teritoriului GAL Razim, utilizarea tehnologiilor verzi (panouri fotovoltaice, sisteme de stocare, iluminat inteligent) este încă redusă, deși potențialul natural (radiație solară, vânt) este ridicat.&nbsp;În acest context, proiectul propus urmărește crearea unui model demonstrativ de independență energetică la scară comunitară, adaptat mediului rural, care să reducă consumul de energie convențională, să crească reziliența infrastructurii locale și să ofere un exemplu replicabil pentru alte localități din teritoriul GAL Razim.&nbsp;Incinta Asociației CERTA, în care se implementează ECOENERGY HUB CATALOI, este utilizată pentru activități educaționale și comunitare și este deschisă publicului, ceea ce conferă investiției un clar caracter de utilitate publică. Investiția include implementarea unui sistem energetic complet integrat, alcătuit din:&nbsp;- sistem fotovoltaic de 10,12 kWp, format din 22 panouri solare monocristaline de 460 W, montate pe structură metalică la sol, cu orientare sudică și unghi de înclinare optim (~35°), conectate la un invertor hibrid trifazat care asigură conversia energiei, controlul fluxurilor energetice și funcționarea în regim de backup;&nbsp;- sistem de stocare LiFePO₄ de 20 kWh, cu sistem BMS integrat și grad de protecție adecvat (IP66), care asigură o autonomie energetică de aproximativ 24-36 ore în lipsa rețelei;&nbsp;- turbina eoliană de cca. 2 kW, montată pe un catarg metalic de aproximativ 6 m, dimensionat conform recomandărilor producătorului și condițiilor locale de vânt, care completează producția de energie în perioadele cu radiație solară redusă (noaptea și în sezonul rece); panouri termice presurizate cu boiler de 300-500 litri pentru prepararea apei calde menajere fără consum de energie electrică;&nbsp;- sistem de protecție și distribuție (tablouri AC/DC, paratrăsnet, împământare), dimensionat conform normelor în vigoare. Întregul ansamblu este completat de un sistem de automatizare și monitorizare smart, care include senzori de mișcare, lumină și temperatură, temporizatoare și o aplicație digitală de monitorizare a producției, stocării și consumului de energie, permițând prioritizarea surselor și optimizarea consumului.Sistemul integrează, de asemenea, un sistem de supraveghere video cu camere exterioare, monitor dedicat și funcții de detecție a mișcării și alarmare, utilizat pentru monitorizarea infrastructurii energetice și a zonelor de acces, în scopul prevenirii incidentelor și asigurării funcționării continue a echipamentelor.&nbsp;Prin combinarea producției fotovoltaice, eoliene și termice cu stocarea și managementul inteligent al consumului, proiectul urmărește reducerea consumului de energie din rețea cu peste 50%, contribuind direct la PS.3 - combinarea tipurilor de echipamente de producere a energiei din surse regenerabile și la PS.5 - eficientizarea consumului de energie.&nbsp;Pe lângă infrastructura energetică proprie, proiectul dezvoltă și o infrastructură verde cu acces public, destinată comunității locale și vizitatorilor:&nbsp;- o stație publică de încărcare (7,4-11 kW) pentru biciclete și trotinete electrice, amplasată la intrarea în incinta Asociației CERTA, disponibilă gratuit pentru locuitorii comunei, elevi și turiști, în concordanță cu acțiunile eligibile privind sistemele de încărcare a autovehiculelor electrice;&nbsp;- un sistem de iluminat public solar, compus din doi stâlpi de iluminat cu corpuri LED autonome, alimentate din panouri fotovoltaice integrate, amplasați la intrarea în incintă și în dreptul tronsonului de drum comunal adiacent.&nbsp;Aceste dotări contribuie la creșterea siguranței circulației pietonale, la vizibilitatea investiției și la îmbunătățirea calității spațiului public. Prin aceste componente, proiectul se încadrează în domeniul utilităților publice locale și generează beneficii pentru un număr semnificativ de locuitori din Cataloi, comuna Frecăței și localitățile învecinate, contribuind la îndeplinirea principiului PS.1 - număr cât mai mare de locuitori deserviți.Investiția are caracter neproductiv, nu generează venituri și nu conferă un avantaj economic solicitantului; energia produsă este utilizată exclusiv pentru consumul propriu al infrastructurii comunitare.&nbsp;Solicitantul nu va dobândi și nu va solicita statutul de prosumator, iar energia electrică produsă nu va fi livrată în rețea, îndeplinind astfel condiția CE.2 și cerința ca sprijinul de 100% să fie acordat pentru investiții neproductive de utilitate publică, care nu generează un avantaj economic.O componentă centrală a proiectului este ECOENERGY EduHub, un spațiu educațional interactiv dedicat energiilor regenerabile și eficienței energetice. În cadrul EduHub-ului va fi instalat un ecran cu touchscreen conectat la o platformă digitală care simulează fluxul de energie din sistemul integrat (producție fotovoltaică și eoliană, stocare în baterii, conversie prin invertor, consum și economisire).&nbsp;Elevii și vizitatorii vor putea vizualiza în timp real indicatori de producție și consum, vor accesa explicații tehnice simplificate pentru fiecare componentă și vor participa la demonstrații practice utilizând echipamentele reale ale hub-ului. Integrarea sistemului de monitorizare smart și a supravegherii video în platforma educațională oferă un suport vizual suplimentar pentru înțelegerea funcționării infrastructurii verzi.Activitățile educaționale vor fi organizate în parteneriat cu unități școlare din comuna Frecăței, municipiul Tulcea (Palatul Copiilor. Licee tehnologice) și comunele învecinate (inclusiv în cadrul programelor naționale „Săptămânii Verde” și Școala Altfel), precum și cu alte instituții educaționale și culturale din teritoriul GAL.&nbsp;Vor fi derulate ateliere tematice, lecții deschise, tururi ghidate și campanii de conștientizare privind reducerea consumului de energie, utilizarea surselor regenerabile și protecția mediului.&nbsp;Proiectul include amenajarea unei „mini-insule” verzi care va funcționa ca un bio-sistem autonom, format din panouri modulare ecologice fără fundație, jardiniere din materiale reciclate și vegetație perenă.&nbsp;Irigarea va fi asigurată de un sistem automat alimentat cu energie solară, astfel încât insula verde va fi independentă de rețeaua publică de apă și energie. Insula verde va putea fi utilizată ca spațiu demonstrativ în activitățile de conștientizare organizate pentru elevi, locuitori ai comunei și turiști, ca exemplu practic de utilizare a surselor regenerabile și a materialelor reciclate, având în același timp rol de mască naturală pentru zona containerelor de de colectare selectivă a deșeurilor.&nbsp;Proiectul prevede derularea a minimum 3 campanii de conștientizare și informare adresate publicului larg, ceea ce asigură îndeplinirea criteriului CE.4 și susține încadrarea intervenției ca operațiune inovativă în context local (L710), prin combinarea investițiilor în eficiență energetică cu acțiuni educaționale. Amplasarea hub-ului eenegetic în satul Cataloi, la aproximativ 10 minute de municipiul Tulcea și în proximitatea traseelor turistice către localități clasificate cu potențial turistic ridicat conform OUG nr. 142/2008 (Murighiol, Mahmudia, Nufăru, Valea Nucarilor, Sarichioi etc.), face ca investiția să se înscrie în zona de influență turistică a Deltei Dunării.&nbsp;Hub-ul va putea fi inclus în programe de vizitare și trasee educaționale pentru grupuri de elevi și turiști interesați de tranziția verde și utilizarea energiilor regenerabile, contribuind astfel la PS.4 - amplasare în zonă cu potențial turistic ridicat / zonă de influență turistică și la dezvoltarea turismului durabil în teritoriul GAL Razim.Proiectul are un grad ridicat de maturitate, fiind susținut de documentația tehnică (Memoriu justificativ), de oferte conforme pentru echipamentele propuse și de o structură de management clară la nivelul Asociației CERTA. Bugetul este fundamentat pe prețuri reale de piață, iar implementarea etapizată permite controlul riscurilor și integrarea în bugetele anuale ale solicitantului. Prin aceste elemente, proiectul îndeplinește criteriile de maturitate și fezabilitate tehnico-economică prevăzute în fișele de evaluare generale.&nbsp;Implementarea ECOENERGY HUB CATALOI va conduce la reducerea semnificativă a consumului de energie din surse convenționale, la scăderea emisiilor de CO₂ asociate consumului actual, la creșterea siguranței și rezilienței energetice și la diminuarea cheltuielilor de funcționare pe termen lung.&nbsp;Totodată, proiectul oferă un model inovator și replicabil de infrastructură verde comunitară, bazat pe combinarea surselor regenerabile și pe educație practică, în concordanță cu obiectivele de mediu și climă ale Politicii Agricole Comune și ale Strategiei UE pentru neutralitate climatică. Prin caracterul său integrat (energie, utilități publice, educație, turism), proiectul îndeplinește criteriile de relevanță, inovare și valoare adăugată și contribuie direct la dezvoltarea durabilă a teritoriului GAL Razim.
